The Government Relations Committee met on 21 June 2010 with 11 members in attendance. The following minutes were recorded.

Federal candidates to speak at the LGA :
a) NC District 1 Rep. Butterfield (D) and Ashley Woolard (R) have committed to speak to the LGA on 6 Oct.
b) NC Sen. Burr (R) has not yet responded to our request. Now that the Democrat primary has been decided, Ms. Marshall will be invited. Libertarian candidate Mike Beitler has committed to speak on 4 Aug.
c) VA Rep. Perriello (D) and Robert Hurt (R) have not yet responded to our invitation, but we are planning for Sep for the 2 candidates.

Five County Forum of Economic Development Commissioners/Directors:

We have received positive interest from the EDCs of all 5 counties. The committee is planning on setting a forum for the October time frame.

Brunswick County reported that the Short Term Rental ordinance has been returned to the new county attorney for review. Other notes from the county reps dealt with budget information. I have summarized what we have so far.

The committee meeting started at 8:30, with thirteen members in attendance.

Federal candidates to speak at the LGA :
- Formal invitations have been sent to Senator Burr, Representative Butterfield and Mr. Ashley Woolard. Invitations will be sent to Senator Burrs’ opponent, after the runoff primary on 22 June, and the Virginia candidates after their primary on 8 June. Representative Butterfield has accepted our invite and will speak at the October regular meeting. No other candidates have responded yet.

Internet Sweepstakes Café :

A lengthy discussion occurred on this topic. After reviewing the research done by various members, it was decided that we should provide information to the membership concerning the possibility of an internet sweepstakes café (online gambling) being permitted at/near the Food Lion. This information will be presented in the next edition of the LGA Bulletin.

Five County Forum for Economic Development Commissioners/Directors :

This topic was included in the agenda to address a previous action item. County representatives were tasked with discussing the issue with their respective EDCs, considering a possible five county forum scheduled for the October timeframe.

County Reports:
-
Warren County reported that current tax collections are at a 93.3% rate. Also, the new county Noise Ordinance Review Committee was approved, which includes George Kimble. Thirdly, the County Manager reviewed the proposed 2011 budget, which included: no tax rate change, a total budget of $26.9M (requiring $2.1M from Fund Balance of the General Fund. The county will also be taking over the Child Support Enforcement office, a requirement from the state. The
Brunswick County reported that the draft ordinance change pertaining to short term property rentals has been reviewed by the county attorney and has been forwarded to the Board of Supervisors with no recommended changes. The
Northampton County reported that the tax collection rate has dipped to about 95%. Also, the decision on the new school construction is ongoing. Thirdly, funding for hydrilla treatment at the lake may well depend on the addition of $.006/$100 (6/10 of a penny per $100 of property value) to the tax rate.
Mecklenburg County reported that the Corps of Engineers has been successful in offloading the water rights issue to North Carolina and Virginia; the states will now decide on the priority of water access. It was also reported that hydrilla funding at $116K will remain in the budget.
Halifax County reported that the commissioners may decide on the remaining hydrilla funding at their next meeting.

The committee meeting started at 8:30, with

Political Forums:

Debrief Warren County Forum – we discussed the forum held on 17 April. It was agreed that the forum was successful, with about 50 attendees and 8 of the 9 candidates. Audio was a minor problem for people in the back of the room, but no complaints were raised. Logistics and admin requirements went well.
- Northampton Forum – the final of the three forums is scheduled for 24 April at the Roanoke-Wildwood firehouse. Logistics and admin tasks remain the same as the two previous forums. There will be 13 candidates attending, with 10 of those participating in the question/answer period.

County Reports:

Warren County . The major item of notice was the loan from BB&T to the county for $669K for construction of two EMS satellite facilities and funding for completing restoration of the Armory, the old library and the mental health building, with an interest rate of 4.76%. The
Brunswick County reported that the county will probably fully fund the hydrilla effort this year, but the next fiscal year will most likely be only $26K. The Short Term Rental modification to the zoning ordinance has been given to the attorney for review, before the Planning Board and Board of Commissioners decide on whether to go forward with the mod. The
Northampton County reported about the Public Hearing held to consider community concerns about an asphalt plant that may be constructed at the intersection of Hwy 46 and Hwy 95. The board disapproved the rezoning request.
Mecklenburg County reported that planning for the new jail is moving forward, that a $30M bond will be issued and that the base tax rate will need to be raised 2-3 cents in a couple years to pay for the bond. I did not have the two following reports with me at the meeting, but excerpts are included here.
Halifax County reported that the commissioners will be deciding at the next meeting whether they will pay the remaining half of the hydrilla funding for this fiscal year.

We discussed the ongoing and upcoming county budget meetings. General consensus is that we will have representatives in attendance, but we probably need to inform LGA members when each of these meetings is scheduled.
b.
U. S. Senate and House Candidate Invites – just a brief discussion about the fact that we will be inviting the Virginia and North Carolina federal candidates for office after the 4 May primaries. That gives us just four monthly meetings (June being the annual meeting) before the general election to have them speak to the membership.

COMMITTEE MEETING MINUTES: March 15, 2010
The committee meeting started at 8:30, with thirteen members in attendance.

Political Forums:
- We discussed admin and logistic planning issues and made several decisions. We have the
Halifax County forum scheduled for 3 Apr from 1-4 PM at the Methodist Fellowship Hall in Littleton. The $150 check is in hand and will be mailed today. The
Northampton County forum has been moved to 24 Apr from 1-4 PM at the Roanoke-Wildwood VFD (firehouse still to be confirmed and paid for). The
Warren County forum is scheduled for 17 Apr from 1-4 PM at the Longbridge VFD. The $100 check is in hand and will be mailed today. One additional candidate was discovered for the NC Senate seat, Ron Alligood, bringing the total to 10 possible forum candidates. The
moderator position is to be filled by Doug. A vote was taken on the motion to have the moderator ask the questions and it passed 7-0. It is felt this will eliminate “blathering”, etc. Volunteers for the
timekeeper position for each forum are: Halifax (Fred and Quinton to arm wrestle), Warren (Ron) and Northampton (Ralph). It was recommended that the moderator be prepared to offer a
short (potty) break, if the forum is going to go past a couple hours. Much discussion revolved around the creating, sorting and asking of questions. It was recommended that we allow questions to be emailed in to the Executive Director and these could be asked at the forum, but only if the person is present. We talked through “this is the way we did it before” and “there have been a few different ideas going thru emails”, but the committee chair said he expects that questions can be sent by email, they will also be collected at the door and sorted and there may even be some questions submitted by directors. Bottom line, the questions will get sorted and checked for appropriateness before they are asked of the candidates. Still some work needed on this one. The committee chair stated that he expects to be the “water man”; that is, purchasing the bottled water and ensuring that a couple coolers are provided and ice is available for each forum to cool the water. No other refreshments are projected. The
banner issue was discussed and it was stated that Doug and Bill have that under control. The
audio capability issue was also discussed. It is felt that the portable system available from the Executive Director should be used as well as audio that may be available at the forum location. With two microphones, it will be easier to keep things moving without a lot traipsing around with only one microphone; so one at the podium for candidates to use and one for the moderator.

County Reports:

Warren County reported that the county has collected $13M with $1.6M remaining to be collected; a 89% collection rate. They also reported that the state has dumped the Adopt a Child Support Unit back on the counties as of 1 July, so Warren will hire a supervisor and two employees to run this office. The
Brunswick County report dealt primarily with the mod to the county zoning ordinance which establishes procedures for short term rental property. The
Northampton County report focused on the spending for a new DSS building ($7.7-9M), Phase 2 of the Wellness and Fitness Center ($2.5M), the courthouse complex work ($11.3M), Phase V of the water system ($5.5M) and the consolidated high school construction project ($20+M). Jack Saunders addressed each of these during the commissioners meeting.
Mecklenburg County focused most of their time on the flood plain issue. FEMA is addressing a revised flood plain and has citizens concerned about the need to purchase flood insurance for their properties.
Halifax County reported that the commissioners have placed payment of the final $58K for hydrilla treatments on hold. Not sure if this funding will be provided this year.

COMMITTEE MEETING MINUTES: February 15, 2010
The committee meeting started at 8:30, with thirteen members in attendance.

Political Forums:
- Brief discussion on the initial planning for the upcoming forums. A few action items were assigned: 1) Ron to get a copy of the letter used last year from Moira, 2) Ron to check on the cost to rent the Littleton Community Center and the Longbridge Fire Department building, 3) Jack to check on the cost to rent the Wildwood Fire Department building. Subsequent to the meeting I talked to Moira and she told me she has most of the names of candidates who have filed so far. She found out that the NC counties will be open through 26 Feb for candidates to file and that the primary date is 4 May. We talked about some candidates filing in VA and she will provide those in the spreadsheet she is preparing for us. Moira also called back with info about renting the Littleton Community Center: it’s $250 for the first 3 hours and $25 per extra hour. They are booked for every Saturday in April, but we could possibly use a week night for the forum. For March, they only have the 6th and 13th as Saturdays available.

County Budget Letters :
- County reps confirmed that their draft letters are prepared or soon to be available for Moira and Doug to check and sign.

County Reports:
- Brunswick County reported that the committee has reported out on the ‘short term rental’ issue. A change to the Zoning Ordinance is being proposed which will provide for a $500 permit fee and a long list of things a prospective R-1 renter will have to comply with. At the March public hearing it is expected that the issue of not having a provision for terminating a permit will be discussed. Halifax County reported that their meeting focused on budget issues and the fact that it will be a tough year for revenues. Mecklenburg County reported that supervisors are expecting a $1M reduction in state revenues and will probably have to cut 15 positions from the Sheriff’s Department. Northampton County had no report this month. Warren County also had no report, due to the snow-delayed commissioners meeting.

1. Tony Moran mentioned the potential problem at Lake Gaston if timeshares are introduced here. Some discussion took place, but I did not record any action at this time.
- 2. Although the meeting with Smith Mountain Lake was not a Gov Rel Cmte action, members were interested and Doug provided a summary of the meeting held on 4 Feb.
- 3. Pete Deschenes brought up a meeting of the NC Weed Control Council hosted by NCDENR on 10 March 2010 to ensure that someone attends, since he can not attend and the LGWCC will not be sending a rep.

COMMITTEE MEETING MINUTES: January 18, 2010
The committee meeting started at 8:30, with thirteen members in attendance.

Five County Forum:
- It was confirmed that 13 of the 15 invited government representatives have agreed to attend the forum. Final administrative and logistical planning was completed. Doug Hughes will be the facilitator. The forum will be held at the Kennon House Restaurant on 21 January from 9:00 am until 1:00 pm, which will include lunch for the participants. The public has been invited through newspaper articles, the LGA Bulletin and emails to members.

Political Forums:
- Preliminary planning for the upcoming political forums was discussed. The Executive Director will be checking with the counties to determine the opening and closing dates for candidates to register. Then the committee will begin the administrative and logistical planning efforts to get candidates for sheriff, commissioners and state representatives notified of our intent to hold forums. Dates and locations for each forum will be announced later.

County Reports:
- Northampton County reported that a transportation survey had been conducted, although it did not include the lake area. Also, it was reported that the county had mailed tax refund checks to residents, due to a computer glitch that caused an overcharge to taxpayers.. Planning and acquisition of property is continuing on the new $6.5M Social Services building. Halifax County reported that there will soon be an announcement about a major new business coming to the industrial park. Brunswick County reported that the issue of rental property is still being worked. Mecklenburg County reported that Glenn Barbour (Chairman) and Gregg Gordon (Vice Chairman) were reelected for their third one-year terms at the 11 January Supervisors Meeting. Also, it was confirmed that state funding for the new jail is still in the budget. The key topic for Warren County was the upcoming budget meeting on 26 January, from 10:00 am to 3:00 pm. Not discussed, but I should have mentioned that the county has recently hired a new Economic Development director at a salary of $65K per year.

a. A reminder of the 7th Senatorial District Public Forum sponsored by Rep Wray, Rep Allen and Sen Berger was made. The forum will occur on 28 January at 10:0 am at the Civic Center on the Vance-Granville Community College campus. “Job Creation and Economic Growth” is the theme.
- b. The committee agreed to prepare letters to each county pertaining to budget planning for this year.

COMMITTEE MEETING MINUTES: December 21, 2009
The meeting was called to order just after 0830, with 11 attendees. Discussion and action occurred as related below:

Five County Forum:
- It was announced that the Kennon House restaurant has been selected as the location for the forum. Coffee service will be available during the forum and lunch for the invited government representatives and LGA participants will be provided after the forum. The president, secretary, treasurer and designated county representatives are expected to be the LGA participants. The agenda was agreed to and will be attached to the formal invitation sent to each county. It was agreed that Doug will work with Moira to finalize the formal invitation letters for each county. Some of the logistics for the meeting were also discussed (e.g. projector and screen, easel, name tags, etc.).

Political Forums:
- A brief discussion occurred pertaining to the timing of the political forums. It was reconfirmed that these forums will be held late March and early April of 2010. Once the time period for registration to run for office is closed (February), the forums will be organized and candidates will be invited to attend. It is expected that there will be three or four forums.

County Reports:

Brunswick County pointed out that the scheduled repair of the bridge on Rte 46 should start in February and end in August of 2010. Mecklenburg County reported that the main item discussed was the Regional Jail and that funding is secure, so far. Halifax County reported that James Pierce is the new Chairman. Also, there is currently a $1.5M budget shortfall. Northampton County mentioned the new $9M county building that is to be built, which will most likely cause an increase in the tax rate. Warren County reelected Barry Richardson as Chairman. Also, the commissioners approved the unbudgeted $32K for roof repair of the National Guard Armory building.

- A brief discussion of the recent Golden Leaf meeting occurred, pertaining to the potential funding and the many projects submitted for discussion.

COMMITTEE MEETING MINUTES: November 16, 2009
Doug, filling in for Chairman Ron Skow, called the meeting to order at 8:25 a.m. In attendance were Larry Jolly, Jim O’Brien, Doug Hughes, John Cataldo, Barbara Burgdoerfer, Clarence Drumgoole, Tony Moran, Ralph Domach, Roland Beauchaine and Jack Saunders.

Town of Lake Gaston:
- There was no new information on this subject. Doug suggested that at some point, the committee needs to either move forward on this topic or declare it a dead issue. There was some discussion, during which it was noted that the Chamber is no longer investigating the topic. Roland stated that he still believes that the creation of a town represents our best chance to control the lake’s destiny. Tony stated that, because most incorporations in North Carolina take place when defined boundaries or previously unincorporated towns already exist, that he saw little chance of success. No decision was made.

Five-County Forum:
- It was reported that Mecklenburg and Warren counties were on board, that Northampton was tentatively on board, and that Brunswick has been notified but has not committed. It is not known if Halifax has been contacted.
- A date for the forum was set as Thursday, January 21, 2010, from 9 a.m. to noon, with lunch being served to participants at noon. Coffee will be provided in the morning. A location still needs to be set. Kennon House is recommended.
- It was agreed that Doug will facilitate the meeting. Specifics concerning the value of Lake Gaston as a resource will need to be presented, and point papers concerning protecting the resource will need to be prepared. It was agreed that Elton Brown should be given a heads up on this opportunity for the Weed Control Council to update the forum on current status and projections. Doug agreed to contact Elton. Roland said that the NC Dept. of Commerce publishes economic data on each county and will dig up their web site.

Political Forums:
- It was agreed that the forums will be scheduled for late March, once the candidates announce, probably in February. Warren and Halifax County forums will most likely be held at the Littleton Community Center. A Northampton forum will be held at the Lake Gaston Community Center, assuming there are races being contested in that county. No forums or races are scheduled in Virginia.

Towers:
- It was agreed, based on previous attempts, that the LGA will have little impact on whether cell companies will bid on erecting towers in Warren County. This item was marked as action complete.

County Reports:

Brunswick County - John reported that the Board was considering a county sales tax on food and lodging and is currently the only county around the lake that doesn’t have the tax. Doug reported that he is representing the LGA on the newly formed Economic Development Coordinating Council. The Council has identified support of the planned Regional Jail as its first priority.
Halifax County - No report. Northampton County - Jack reported that the Commissioners will hold their annual retreat on Friday, Nov. 20 in Roanoke Rapids. He, Doug and Clarence plan to attend. Jack noted that the retreats provide an interesting look into how the Commissioners think – i.e. no tax increase, no money, how to pay the bills, etc.
Warren County - Tony reported that the expansion of Camp Willow Run may get some leeway in setbacks and density requirements from the Planning Board and Commissioners. A meeting is scheduled for Thursday, Nov. 19 on the subject, at which time more information will be available. There was concern that Ferncliff Subdivision, because they are in Halifax County, may not be aware of the planned expansion, and the added traffic that will occur as a result. Mecklenburg County - Jim reported that the state of Virginia will not provide weed control money in the foreseeable future, as reported during a Supervisors meeting.

COMMITTEE MEETING MINUTES: October 19, 2009
The meeting was called to order at 0830 on 19 Oct, with 9 attendees. Discussion and action occurred as related below:

Lake Gaston Township Discussion
- Pete Deschenes was not in attendance, so we didn’t get his report on the visit by the representative from Smith Mountain Lake. Doug Hughes reported that he spoke with the visitor and that he is no longer an officer in their organization, so Doug has another possible contact.

Five
County Forum/Political Forums
- The Five County Forum dominated our discussion. I reviewed the results of my presentation to the Warren County commissioners at their 14 Oct Work Session. Basically, the commissioners approved Warren County participation, but left the organizing to me and the County Manager. A subsequent meeting with her will be scheduled. We followed that by agreeing that county reps should now approach their respective county leaders and request for approval of the Five County Forum and agreement to attend. The county reps for this are: Ron Skow (Warren), Fred Kneisel (Halifax), Doug Hughes (Northampton), Barbara Burgdoerfer (Mecklenburg) and John Cataldo (Brunswick) The original agenda items were revised to: Watershed Protection, Vegetation Control and Lake Development. Preparations for the Five County Forum are ongoing and we expect to hold the meeting during early 2010. Political forums for candidates vying for office will be scheduled for next spring.

Warren County Noise Ordinance
- I tried to verify that Commissioner Ross had taken this for action. When I spoke to him, he advised me that the effort is now the responsibility of the County Manager. I will ask her about the action plan for updating the ordinance.

Warren County Cell Tower Action Item
- From our last meeting I had the action item to check with the EMS Director (Chris Wright) about whether it would be permissible for a cell phone company to offer a cell tower that the county could also use to put radio communications equipment on, which would lead to improved communications for emergency services in Warren County. The idea here is to try to facilitate significant savings for the county. I contacted Chris Wright and he told me that when the county releases a Request for Proposal (RFP), that it would be ok if a cell company submits a bid. John Cataldo added the fact that Brunswick County has put up a tower and funding for that effort was received from Homeland Security. A follow up will be made with Warren County concerning their efforts to get funding assistance for the four towers they need to put up, which will provide 100% county coverage for emergency services.

County Reports

Brunswick County reported that this was the first meeting of the commission since February and that three members were absent. A telecommunications tower for Dolphin VFD was approved. The rental property subcommittee report was delayed until the November meeting. Although there were only two citizens in attendance, a lively discussion occurred on this subject. A public hearing is expected after the subcommittee report has been submitted.
Halifax County reported a possible issue with double hydrilla spraying in Pretty Creek. The area may have been sprayed twice, once with public funds and once with private funds. The issue is being investigated.
Mecklenburg County did not submit a report. Northampton County reported that commissioners approved the request by Wildwood VFD to enter into a 20 year, tax exempt loan not to exceed $1M at an interest rate of 3.96%.
Warren County reported that a Public Hearing was set for 2 Nov to consider the rezoning of a property on Elams
Road next to the electrical enclosure and just a short distance from the Ace
Hardware store.

Business
- There was some discussion about inviting NC House Chair Hackney and Minority Leader Paul Stam to speak to the LGA. I took the action item to make the call. There was also an action discussed about providing an email with key info pertaining to the Five County Forum for county reps to use when they contact their respective county leaders. I took that action, too.

(1) Ron Skow took the action to prepare and send the email discussed above which pertains to the info on the Five County Forum. That action was completed on 12 Oct. (2) Ron Skow took the action to make contact with NC state Rep Hackney and Stam to invite them to speak to the LGA. (3) Ron Skow took for action to check with the Warren County Manager about the update of the Noise Control Ordinance.

(2) Ron Skow accepted the action to contact the Warren County EMS Director pertaining to the question of whether the county made an attempt to partner with a cell phone company when considering the new radio tower to increase police and EMS radio coverage over the county.

The meeting was called to order at 0830 on 21 Sep 09, with 12 attendees. Discussion and action occurred as related below:

Political Action Committee
- It was reported that we have not heard from Lake Wylie or Smith Mountain Lake representatives pertaining to any effort they may have ongoing concerning a political action committee. Considerable discussion occurred and resulted in a motion to eliminate this discussion item from the Gov Rel Cmte agenda. Motion passed. Lake Gaston Township
- As with the PAC, nothing has yet been heard from representatives at Lake Wylie or Smith Mountain Lake about any effort they have made pertaining to creating a township. However, a representative from Smith Mountain Lake will be visiting the area next week and Pete Deschenes agreed to discuss the subject with him. Some discussion occurred related to the tax base necessary to provide basic services and whether the membership would be in favor of creating a Lake Gaston Township. This item will remain on the agenda.

Five County Forum
- The committee agreed that another Five County Forum should be attempted. Contact was made with Commissioner Richardson (Warren County) and he agreed to consider being the point of contact for this event. A subsequent meeting with him resulted in a commitment to do something after a critical county issue was resolved, which will be during October 2009. It is intended that the LGA will assist with the agenda and planning for this forum. It will be a non-public session for representatives from the five lake counties to get together to discuss common issues, similar to the forum held several years ago.

NC County Political Strategy Brainstorming
- Each of the three county reps from the Gov Rel Cmte reported on results of their brainstorming sessions. One of the conclusions discussed was that a political action committee should not be formed at this time. The overall conclusion was that County Representatives and other LGA representatives should increase efforts to stay in contact with county commissioners and supervisors on issues important to lake residents.

Warren County Noise Ordinance
- It was reported that several members attended the Work Session held by the commissioners on 9 Sep. George Kimball spoke for the LGA , requesting that the current ordinance be revised. He also provided a copy of the Northampton County Noise Ordinance, which is considered a good model. I agreed to ensure that contact with the County Manager and Commissioner Ross be maintained on this issue.

Budget Input
- Budget inputs are due NLT 15 Oct. Gov Rel Cmte budget items discussed included the proposed Five County Forum ($1,000), four NC Candidate Forums ($500 each) and $300 for travel and miscellaneous expenses for a total of $3,300.

County Reports
-
Brunswick County reported that the key issue currently is the school budget. Specifically, the School Board has exceeded their budget by $240-348K which requires the commissioners find a resolution. Brunswick County tax bills are to be mailed on 24 Sep.
Halifax County reported their key issue is also school funding. There is approximately $2M of excess spending and the county has yet to pay for the NC State education reps who are working to get the school system up to standard.
Northampton County reported the potential loss of $1.6M of USDA loan funding for the construction of a First Responder Regional Training Facility. Commissioners agreed to contact the USDA and request they reconsider the funding. The commissioners also announced the CDBG project had expected revenues of $400K, which will be used to rehab privately owned homes and provide relocation assistance during the rehab. No report was available for
Mecklenburg County. Warren County reported that the commissioners have requested $25K from the state to fund the actual removal of abandoned mobile homes. Roland Beauchaine spoke during the recent commissioners meeting and requested that the Board of Commissioners use bond funding for new projects which is less expensive than installment purchasing and requires a referendum as specified in the NC constitution. Of $15.5M county debt, approximately $11M is currently under installment funding. The county is arranging to purchase 9 new vehicles for the Sheriff’s Dept and 1 new vehicle for DSS; this $220K item approved by only a 3 to 2 vote, due to a question whether state approved bidders were contacted.

Larry Jolly pointed out that NC has passed a law that makes text messaging while driving illegal, unless required as part of the duties of law officers, firefighters and ambulance drivers.

- (1) Ron Skow has the action to ensure contact is maintained with the Warren County Manager and Commissioner Ross on the progress of the Noise Ordinance update. (2) Ron Skow accepted the action to contact the Warren County EMS Director pertaining to the question of whether the county made an attempt to partner with a cell phone company when considering the new radio tower to increase police and EMS radio coverage over the county.

- I mentioned that Ralph Domach, John Boyle and I had attended the Butterfield Town Hall on Healthcare Reform and had a copy of the notes I took and had sent out as an email.

Political Action Committee/Lake Gaston Township Discussion
- Pete Deschenes reported that his emails to Lake Wylie Marine Commission and Smith Mountain Lake were as yet unanswered, so the action item will remain open.
- Doug Hughes reported that his email to the president of Smith Mountain Lake had also gone unanswered to date.

Haliwa-Saponi Business Feasibility Study
- I reported the same info I had at the monthly LGA meeting concerning a feasibility study being conducted for the Haliwa-Saponi tribe. Apparently they are looking for an opportunity to open some sort of “entertainment” business and are assessing the lake area as well as other areas.

Budget Inputs for 2010
- Discussion focused on two important areas which will impact the next budget. First, there was discussion about holding public forums for the community to meet with candidates running for office. An action item resulted which is reported in # 7 below. The second issue dealt with the
the scheduling of a five county forum, which would have at least one commissioner/supervisor and the county manager of each of the five counties meeting to discuss items of interest. The intent would be to have the LGA sponsor the non-public event and to assist with an agenda and meeting place. Action items were assigned and are reported in # 7 below. An initial estimate for the public forums was $500 per forum. An initial estimate of the five county forum was $1,500.

County Reports
- Halifax County reported that the single item of importance at the present
is the desire by Littleton to build a new library.
- Northampton County reported that the county is involved in the Golden Leaf award process and several LGA members are working to get improved services (e.g. seniors, youth) under the Golden Leaf Award . A reminder of the Community Day on 29 August at the Community Center was also made.
- Mecklenburg County reported that the county will be transferring an old elementary school to the YMCA. Some discussion occurred when the subject of the Virginia state report of two creeks that are contaminated and the potential need for the LGA to offer support to the county. Doug
Hughes will send a letter to the VA Department of Conservation and Recreation, with a copy to Southside Planning District Commission, informing them of the LGA’s support and desire to participate in the Flat Creek and Great Creek TMDL Implementation Plan development process.
- Brunswick had nothing of importance to report.
- Warren County rep could not attend the monthly commissioners meeting, but a couple committee members did attend. There was nothing of significance, but it was noted that a Work Session is scheduled for 6 PM on Wed, 19 Aug to discuss the county Noise Ordinance. Pete Deschenes volunteered to talk to George Kimball concerning the noise ordinance and inform other reps what support was needed at the work session.

Senator Berger Healthcare Forum
on 23 July
- I handed
out a copy of the announcement pertaining to the public forum to be hosted by
Senator Berger on 23 July at 6:30 PM in the County Commissioner’s meeting room
at the County Administration Building (122 Young St) in Henderson, NC. Mr.
Adam Searing is the guest speaker and will be informing the public of the
healthcare plan being pushed by President Obama. This announcement was
previously sent to all LGA members by email from the Executive Director.

Political Action Committee
- This issue has
been on our agenda before and we spent some time discussing how to move
forward. After discussing some of the pro’s and con’s it was suggested that
we contact POC’s at Smith Mountain Lake and Lake Wylie to determine what they
are doing. Pete Deschenes volunteered to make the phone calls and report back
at the next committee meeting.

Web Site update for Government
Relations
- I passed
around my markup of a paper copy of the web site pertaining to Government
Relations. I am now ready to submit recommended changes to the web site.

County Reports
- Brunswick
County reported that the county budget was finalized after a last minute
shuffle/addition of funding for the library, airport, hydrilla, emergency
services and regional water supply. This resulted in adding $115K to the
budget which will be obtained from undesignated funds.
- Halifax
County reported an issue between the School Board and the Commissioners which
may result in a law suit to get a funding increase for the School Board. It
is expected that if such a suit is filed and if it is successful, a tax
increase would result.

Mecklenburg County reported that their major issue deals with the road
situation. Senator Ruff and Delegate Wright attended the Board of Supervisors
meeting and discussions about how road maintenance funding is generated (gas
tax and car sales) and the fact that those revenues are down. Since the state
budget is not complete, the Governor has ordered highway rest areas to close,
in order to pressure the legislature to finalize the budget and fund road
repair. Safety issues have now occurred and local towns are complaining. A
final resolution is still pending.

Northampton County reported they have scheduled a Community Day to be held at
the Lake Gaston Community Center (intersection of River Road and Rte 46) on 29
August at 10:00 AM. This is intended as an opportunity for county residents
to socialize and increase/improve communication.
- Warren
County reported on a number of different issues. The Commissioners approved a
request by Sheriff Williams to push back on the state, opposing the transfer
of responsibility for Child Support Enforcement from the state to the county.
They approved the increase of $29,700 for engineering and professional
services for the water pipeline project. They announced the award of a
contract worth over $247K to H. G. Reynolds for work on the Soul City pumping
station.

- A
discussion occurred concerning the responsibility of our County
Representatives to ensure they continue to work on building a relationship
with the various county employees, commissioners and supervisors. By doing
this we will build a rapport within county offices and be better able to
facilitate progress on LGA issues.

We talked
about speakers, Harold Carawan will be Mays speaker. All members were assigned
to bring potential speakers names to our next meeting. Some thoughts that were
tossed out for consideration were Chris Rountree, someone from the Indian
community, Chris Thompson with Real estate report, and A round table discussion
by leaders from all 5 counties.
The
one tasker remaining for GR is to write a letter for all 5 counties requesting
that the Boards refrain from cutting emergency services in their effort to
control the budgets
County reports:

Warren---Letter was delivered expressing LGA wants neutral tax rate.
Sheriff has asked for a total increase of 6 new deputies which includes 4 patrol
deputies.

Public Affairs Committee Minutes: OCTOBER 20, 2008

minutes of the September 29, 2008 meeting were approved with two minor changes
Mecklenburg County purchased the land for the regional jail and the “40 foot
visual” requirement in Brunswick County should be changed to “40 foot
barrier”.

Roundtree, Halifax Planning Director, has cancelled for November. (Dave
Johnson, former Director of the National Weather Service, will be the
November speaker.

Post-mortem on Warren County Public Hearing concerning re-evaluation and tax
rates was conducted. There was a large attendance, with many being lake
property owners. Many of the comments were very repetitive and the meeting
lasted for about two hours. The majority of comments were about the increased
taxes without receiving services for these dollars. The committee feels it
helped push this forum forward while not getting any direct recognition, which
is ok because we accomplished what we wanted to have happen.

Request
for funding. The LGA received several requests for funding from several
organizations. All but one (Southside Rescue Squad) did not appear to fall
within the LGA’s area of concern and were rejected. It was felt that the LGA
officers should review/develop a policy for handling requests from rescue and
fires departments. The issue was referred to the next officers meeting.

Lake
Gaston Township: No new information to present.

County
Reports—

Warren County—the Citizen Advisory Council is still having trouble filling
some openings and getting a quorum for their meetings. There is an opening
on the Planning Board. The LGA should consider supporting one of its members
for the open position.

Halifax—No new lake issues

Northampton— the ethanol plant has been approved.

Mecklenburg—building permits are down 50%
-
Brunswick—there is a pending suit concerning renting property to, multiple
families compared to an existing county ordinance to rent only to a single
family. This affects lake rentals. There is also an issue where there were
four property lines removed to avoid paying four separate subdivision home
owner annual fees. This is being referred to the Planning Board because this
has been done in the past.

The minutes of the August 18,
2008 meeting were approved without change.

It was noted that Tony Brown,
Halifax County Manager, will be the October speaker, with introduction by
Quinton Qualls.

Chris Roundtree, Halifax
Planning Director, is tentatively scheduled as the speaker for November.

December and beyond is still
under discussion. Some suggestions were information on weed treatment, water
quality, re-vegetation, HOA i.e., Chapter 47F and HOA Covenants.

VA DEQ on Lake Commons: Larry
provided an update for the committee that was reported at the September LGA
monthly meeting.
-
Warren County Forum on
Re-evaluation was discussed. It was decided that the LGA co-host with Warren
County a forum in October on this subject concerning “What’s happening with
property values and possible rates”, that will be set by the Warren County
Commissioners. It may be held at the Warren County Court House in the evening.
Calvin DeShields with help from John Boyle, Bill LaMonte and Roland Beauchaine
was asked to lead this effort and to work with the county manager to set the
date, time, place and agenda. One concern that needs to be addressed is the
fact that because of decreased property sales recently the re-evaluation
criteria may be over valued. Moira Underwood will coordinate the PSA’s for the
papers and radio stations. (Post meeting note—The Warren County Commissioners
want to set the forum and do all the advertisements. They will discuss this at
their October 6th meeting and set the date, place, etc.)

The committee reviewed the
status of the Lake Gaston Township. One of the missing pieces is the actual or
estimated boundary of the township. Larry will call Patrick Dempsey, who is
working on the mapping project, to see what might be available now. It was
reported that Della Batts is still chairing a committee at the chamber but
will not have much to report until after the new officers are elected. It was
also suggested that the LGA should poll our members from time to time on their
feelings on issues that the LGA might be working on that effect their lake
lives.

County Reports—

Warren County—the Citizen

quorum for their meetings. This council reports to the Planning Board and/or
directly to the commissioners.

Halifax—No new lake activities

Northampton— the issue of 2
additional commissioners will not be discussed until after the 2010 census
is finalized. Also they have approved building an ethanol facility in

Mecklenburg—they have approved

support homeland security was approved.

Brunswick—beside the
retention of the 100 foot set back between residential and commercial
property the county has implemented a 40 foot visual requirement between
properties.

Other items: Roland has been
appointed to the Halifax EMC which will give grants to approved 501c3
organizations. He asked if the LGA should explore reorganizing into a 501c3
organization to receive grant funds. Larry will explore this issue further.

minutes of the July 21, 2008 meeting were approved with changing Nancy Hagan
to Kay Hagan.

Speakers for the October meeting will be Tony Brown, Halifax County Manager.
Chris Roundtree, Halifax Planning Director, is tentatively scheduled for the
November meeting.

The
letter requesting support for part-time residents on the lake to register to
vote in local elections while still being able to vote where they have a
permanent residence was sent to all N.C. senators and representatives. Rep
Wray said he would study the request. Senator Burger will keep an open mind.
It was decided that the LGA should get some mileage on this issue with Moira’s
newspaper column, though the Marketing Committee and PSA’s to other papers,
i.e. Raleigh, Richmond, etc.

The
letter to Warren County officials was approved and sent concerning the LGA’s
support of the proposed rezoning for marina spacing offered by Morningstar.
The letter was sent to Brunswick County concerning the LGA’s support of
retaining the current 100 foot buffer zone between commercial and residential.
In addition an email was sent to all Brunswick County LGA members and 41
homeowners around this proposed rezoning.

The
committee continued discussion on Lake Gaston Township. Little to no action or
discussion at the chamber in the last two months. We will work to get area
maps outlining the geographic area for the township.

Northampton— Petition for two additional commissioners has been circulated
to the commissioners. This would enhance representation for lake residents.

Mecklenburg—Special use permit was denied by the supervisors for a shooting
range (near by residents were outspoken on this issue before the
supervisors). The school board and superintendant continue to have
conflicts.

Brunswick—Zoning set backs as reported earlier in the minutes was the hot
topic of the month.

Other items: maybe think about sending minutes to LGA members. Suggested we
talk about this at the officers meeting.
